UPDATED: Formation of the XML in 8966 Pro takes out additional illegal characters which resulted in IDES notifications dealing with Failed Threat Scan Notification (NTD).

UPDATED: IDES Packager will abort the encryption process if the XML file contains illegal characters and identifies first instance of the illegal token and the position where it was encountered.
